Tournament Rules
The Toyota Gem
City Shoot-Out is
sanctioned by IYSA and
shall be held in
accordance with USYSA
AND IYSA rules, except
as modified herein.
1. Team
Eligibility
The tournament shall be
open to all teams
comprised of properly
registered youth players
(as defined by USYSA
rules) in all age groups
indicated on the
tournament approval
form,
provided
such teams are in good
standing with their
state associations.
Respective state
associations shall
certify the eligibility
of its competing teams
and provide such
teams
with a state approved
copy of their team
roster and a permission
to travel form.
Team rosters shall not
exceed 18 players except
for U8 & U9 age group
where this is a
12 player max and
U10-U11, which shall
not exceed 14 players. Three (3)
guest players
will be
allowed. Players may
register with only one
team and may not switch teams.
2. Player
Eligibility
Players must be legally
registered through their
respective state
association in
accordance
with USYSA
requirements. Each
player must have a
current USYSA player
pass and a
notarized medical
authorization form.
Player passes must be
verified, laminated and
have a
photo attached.
3.
Registration
Tournament officials
will verify that each
participating team has a
state approved team
roster, guest player
loan forms, player
passes and notarized
medical authorization
forms at
the tournament
check-in. Any player
not verified by
tournament officials
will not be
allowed to participate.
Field coordinators will
collect all player
passes before each game.
Coaches must have a
valid pass to be present
on the team bench. If a
coach is ejected, an
assistant may conduct
the team. If there is
no assistant, the game
will be forfeited. No
team will be allowed to
participate without a
properly registered
coach. No more than a
combination of three
team personnel will be
allowed on the bench.

Tournament Director)
4. Laws of the
Game
USSF rules will apply.
Duration of Games:
U8 thru U10
25 minute halves
U11 thru U14 30
minutes halves
U15 thru U17 35
minute halves
Format of Tournament:
Each team will be
scheduled a minimum of
three games. The
tournament committee
reserves
the right to group or
cancel age divisions
based on team
availability.
Substitutions
Either team may
substitute on any goal
kick, after a goal is
scored or at half time.
On a
throw-in the team in
possession may
substitute and the
opposing player may also
substitute
but only when the team
in possession is
substituting. If play
is stopped for an
injury, the
injured player MUST
leave the field and both
teams may substitute one
player (does not
apply to the Goal
Keeper).
Ejections
Any player given a red
card is disqualified
from the game they are
participating in and
their
next game. This
includes players who
receive 2 yellow cards
during a game. Any
player
ejected for violent
conduct will not be
allowed to play the
remainder of the
tournament.
Any Coach or bench
personnel sent off will
be disqualified from
their next coaching
assignment for this
team. Any coach or team
personnel sent off may
not have any contact
with
the team, during play,
while serving a
suspension.
In the event of
extreme inclement
weather,
the tournament Director
shall have the
authority
to: 1) Relocate or
reschedule any game. 2)
Reduce by up to one half
the duration
of
any game. 3) Cancel any
preliminary game that
has no bearing in
deciding an age group
winner.
5. Home Team
The first team listed on
the schedule is home
team. The home team
must change uniforms in
case of a color
conflict. Each team
needs to bring all
uniforms in case of
unavoidable
circumstances. In
championship games, the
loser of the coin toss
shall change jersey’s to
avoid
color conflicts. The
home team will provide
the game ball, which
will be subject to
referee
approval. U-9 through
U-12 will use size 4
ball and U13 and older
will use size 5.
6. Point
System
Six points for a win,
three points for a tie,
one point for a
shutout. One bonus
point for each
goal scored up to a
maximum of three per
game. A forfeit will be
awarded if a team fails
to
report
within 10 minutes after
a scheduled game time
with 7 rostered
players. Ten points
will
be awarded to a team
that wins on a forfeit.
The following
tie-breakers will be
used, if needed, to
determine division
winners.

Overtime
In the event of a tie in
the semi-final and
championship games;
1)Teams will play
one
10 minute Golden Goal
overtime period. 2) If
still tied, each team
will designate
5 players to take
alternate penalty kicks
with the best of 5 the
winner. 3) If still
tied,
alternating
penalty kicks will be
taken by the remaining
players until a winner
is decided by
one
goal. Only those
players on the field at
the end of the 2nd overtime
will be allowed to
take
penalty kicks.
7. Protests
Protests will be handled
by Tournament Committee
members. There will be
a $50 fee for
each
protest; if upheld, fee
will be returned.
8. Alcohol and
Pet Policy
No possession or
consumption of alcoholic
beverages or pets is
permitted on the
premises.
Any infraction of
drinking alcohol on the
Paul Dennis Soccer
Complex may
result
in forfeit or expulsion
from the tournament.
